SENATE BILL NO. 84 BY SENATORS OLSON, Elton, entitled:                                                                          
                                                                                                                                
          "An Act relating to the burning capability of                                                                         
          cigarettes being sold or offered for sale, or possessed                                                               
          for sale; relating to compliance certifications by                                                                    
          tobacco product manufacturers, a directory of                                                                         
          tobacco product manufacturers, the affixing of                                                                        
          stamps to cigarette packages, and cigarette tax
